    PURPOSE AND EFFECT: The purpose of the proposed rule amendments is to establish regulations for taking ducks, geese, and coots to conform to federal regulations. The effect of the proposed rule amendments would be to decrease the bag limit for mallard ducks from four to two (no more than one of which may be female) and for pintail ducks from two to one.

    SUMMARY: The proposed rule amendments update the hunting regulations pertaining to the daily bag limit of mallard and pintail ducks.

    SUMMARY OF STATEMENT OF ESTIMATED REGULATORY COSTS AND LEGISLATIVE RATIFICATION:

    The Agency has determined that this will not have an adverse impact on small business or likely increase directly or indirectly regulatory costs in excess of $200,000 in the aggregate within one year after the implementation of the rule. A SERC has not been prepared by the Agency.

    Any person who wishes to provide information regarding a statement of estimated regulatory costs, or provide a proposal for a lower cost regulatory alternative must do so in writing within 21 days of this notice.

    68A-13.003 Hunting Regulations for Ducks, Geese, and Coots.

    The Commission has approved the following regulations and bag limits for taking ducks, geese, and coots:

    (1) Duck, light goose, and coot season:

    (a) through (e) No change.

    (f) Limits: The possession limit for ducks and coots shall be three days’ bag limit. There shall be no possession limit for light geese. Light geese include only snow (including blue) and Ross’ geese.

    1. Ducks: The daily bag limit for ducks is six, including no more than two four mallards, of which only one two can be females, two scaup, four scoters, four eiders, four long-tailed ducks, three wood ducks, two redheads, one two pintails, two canvasbacks, two black ducks, one Florida duck (mottled duck), and one fulvous whistling-duck. In addition to the daily bag limit for ducks, the daily bag limit for mergansers is five, only two of which may be hooded mergansers.
