SUMMARY: Beginning March 21, 2011, The Florida Lottery will award bonus commissions to retailer(s) that sell top prizewinning LUCKY 7 RAFFLE™ tickets. Retailers will also have the opportunity to enter into a drawing for a $7,000 prize.

THE FULL TEXT OF THE EMERGENCY RULE IS:

53ER11-18 LUCKY 7 RAFFLE™ Bonus Commission and Retailer Drawing.

(1) LUCKY 7 RAFFLE™ tickets will go on sale Monday, March 21, 2011. Sales of LUCKY 7 RAFFLE tickets will cease immediately after the 1,000,000th ticket is sold or at midnight on Wednesday, May 4, 2011, whichever occurs first. With the first 100,000 LUCKY 7 RAFFLE tickets sold, a free FLORIDA LOTTO™ Quick Pick ticket for the next available draw will print automatically. A message will print on the player’s LUCKY 7 RAFFLE ticket to alert players of their free ticket.

(2) Each LUCKY 7 RAFFLE tickets will contain a unique ticket number that will be entered automatically into the LUCKY 7 RAFFLE drawing. A random computerized drawing from among all LUCKY 7 RAFFLE ticket numbers issued during the sales period will be held on Thursday, May 5, 2011. A total of 784 prizes will be awarded. Prizes will be awarded in the order drawn. The first through 7th numbers drawn will win $700,000 dollars cash. The 8th through 14th numbers drawn will win $70,000 and will be alternates in the order drawn for a $700,000 prize in the event a top prize is not claimed within the 180-day claim period. The 15th through 84th numbers drawn will win $700. The 85th through 784th numbers drawn will win $70.

(3) Retailers selling the seven LUCKY 7 RAFFLE tickets that win $700,000 top prizes will receive a bonus commission of $4,000.

(4) Award of a bonus commission is not dependent upon the winning LUCKY 7 RAFFLE ticket being claimed by the winner. Retailers who sell winning $70,000 LUCKY 7 RAFFLE tickets that subsequently become alternate winners of a $700,000 prize will not be awarded the bonus commission.

(5) Retailers will receive one entry into a Lucky 7 Retailer Drawing for every 7th LUCKY 7 RAFFLE ticket sold in their stores. Nine Lucky 7 Retailer Drawings will be held on Friday, May 6, 2011. A drawing will be held from all retailer entries in each of the nine Florida Lottery sales districts. One winner will be selected in each of the nine drawings to win a $7,000 prize.

(6) Retailers will receive their bonus commission or Lucky 7 Retailer Drawing prize check within three weeks of the LUCKY 7 RAFFLE drawings.

(7) Retailers whose Florida Lottery contracts are terminated or inactivated prior to the bonus commission shall be paid the bonus commission provided the termination or inactivation was not due to non-compliance with Florida Lottery laws, rules or contract terms.

(8) A bonus commission will be considered compensation to the retailer for Internal Revenue Service purposes. The Florida Lottery reserves the right to apply the bonus commission earned against a retailer’s outstanding debt to the Florida Lottery.
