PURPOSE AND EFFECT: The purpose of the rule revisions is to clarify existing appeal procedures and to incorporate new appeal procedures and standards of review of the Reemployment Assistance Appeals Commission with the effect of optimizing accessibility for the parties and efficiency in the review process.

SUBJECT AREA TO BE ADDRESSED: The proposed rule revisions address existing appeal procedures regarding the form of an appeal; the filing of an appeal and other documents; computing time periods; the standard and scope of the Commission’s review; motions for extension of time; and the issuance of Commission orders. The proposed rule revisions address new appeal procedures involving the dismissal of appeals and supplemental evidence.
