    PURPOSE AND EFFECT: The primary reason for the proposed changes is the 2018 amendment to Article X of the Florida Constitution, which banned all live dog racing and wagering in Florida after December 31, 2020. However, licensed dog racing and wagering facilities could continue to operate cardrooms. The proposed rule amendments delete references to dog tracks and add references to cardrooms for guide signs associated with such pari-mutuel facilities. The changes also add a definition for and references to the Americans with Disabilities Act. Finally, the proposed amendments update references to the Standard Specifications for Road and Bridge Construction and the Design Manual, make various grammatical and clarifying changes, and add sunset provisions.
