    PURPOSE AND EFFECT: The purpose and effect of the proposed rule development is to amend all rules listed under the existing rule chapter to clarify and streamline the process through which a physician provides documentation that he or she possesses the qualifications required to be certified as an Expert Medical Advisor (“EMA”), pursuant to subsection 440.13(9), F.S. The proposed rulemaking also introduces an on-line certification and certificate issuance process that includes an “EMA Tutorial.” The EMA Tutorial is an educational resource designed to educate and test the knowledge of EMA applicants on Section 440.13, F.S., and rules governing the provision of medical treatment and care under Florida’s Workers’ Compensation System.
