NOTICE OF PROPOSED WATER QUALITY STUDY

Pursuant to subsection 62-650.500(6), Florida Administrative Code (F.A.C), the Florida Department of Environmental Protection (FDEP) gives notice of the intent for St. Johns County Utility Department (SJCUD) to conduct a water quality study in Deep Creek, St. Johns County. The water quality study is conducted in accordance with the Plan of Study approved by FDEP pursuant to Rule 62-650.500, F.A.C. The purpose of this study is to assess water quality to establish appropriate Water Quality Based Effluent Limits (WQBELs) associated with the proposed increase of the existing discharge from Hastings Domestic Wastewater Treatment Facility (Permit ID # FL0042315) and Deep Creek Reverse Osmosis Water Treatment Facility (Permit ID # FL0169226) on the Deep Creek (WBID 2549) to meet existing water quality criteria for total nitrogen and total phosphorus for the particular surface water segment. The effluent limits and associated total nutrient loading to Deep Creek developed as part of this study may be proposed as site-specific numeric interpretations of the narrative nutrient criteria for Deep Creek in the form of Level II Water Quality Based Effluent Limits via order of the Department. The only known affected discharger other than these two domestic wastewater treatment facilities is the South Woods Elementary RO WTP (Permit ID # FL0429333).
Upon request, the Plan of Study is available for public inspection during normal business hours, 8:00 a.m. - 5:00 p.m., Monday through Friday, except legal holidays at the following location: Florida Department of Environmental Protection, Northeast District Office, 8800 Baymeadows Way West, Suite 100, Jacksonville, FL 32256. The Plan of Study is free-form agency decision-making and does not constitute proposed agency action until notice of such is given pursuant to subsection 62-650.500(8), F.A.C.
