GENERAL SUBJECT MATTER TO BE CONSIDERED: To present information and receive public comments on proposed revisions to Chapter 62-306, F.A.C. (Water Quality Credit Trading). Pursuant to Section 403.067, Florida Statutes (F.S.), Chapter 62-306, F.A.C., was initially adopted in 2010 to establish the requirements for a water quality credit trading (WQCT) program among pollutant sources for purposes of meeting reduction allocations in a Department’s basin management action plan or reasonable assurance plan. Section 373.4134, F.S., created a new category of credit generator who may sell credits to meet certain water quality requirements of the Environmental Resource Permitting program in Section 373.414, F.S., as well as allocation reduction requirements in Chapter 62-306, F.A.C. This rulemaking is intended to amend Chapter 62-306, F.A.C., consistent with the statutory changes, as well as update the rules as necessary to effectively and efficiently address the requirements of Section 403.067, F.S. This workshop is being jointly presented with the ongoing Water Quality Enhancement Area (WQEA) rulemaking, which is being separately noticed under Chapter 62-330, F.A.C.
