SUMMARY OF STATEMENT OF ESTIMATED REGULATORY COSTS AND LEGISLATIVE RATIFICATION:
The Agency has determined that this will not have an adverse impact on small business or likely increase directly or indirectly regulatory costs in excess of $200,000 in the aggregate within one year after the implementation of the rule. A SERC has not been prepared by the Agency.
The Agency has determined that the proposed rule is not expected to require legislative ratification based on the statement of estimated regulatory costs or if no SERC is required, the information expressly relied upon and described herein: During discussion of the economic impact of this rule at its Board meeting, the Board, based upon the expertise and experience of its members and the substance of the rule, determined that a Statement of Estimated Regulatory Costs (SERC) was not necessary because the rule has no impact on any persons or businesses; and that the rule will not require ratification by the Legislature. No person or interested party submitted additional information regarding the economic impact at that time.
Any person who wishes to provide information regarding a statement of estimated regulatory costs, or provide a proposal for a lower cost regulatory alternative must do so in writing within 21 days of this notice.

THE FULL TEXT OF THE PROPOSED RULE IS:
64B13-11.001 Inactive Status.
(1) Any licensee may elect at the time of license renewal to place the license into inactive status by paying the inactive status fee of subsection 64B13-6.001(3)(8), F.A.C.
(2) An inactive status licensee may change to active status at any time provided the licensee meets the requirements of Rule 64B13-5.001, F.A.C., for each biennium for which their license has been inactive:
(a) No change.
(b) Pays the reactivation fee of subsection 64B13-6.001(3)(4), F.A.C.; and,
(c) If applicable, the change of status fee in subsection 64B13-6.001(4)(7), F.A.C.
(3) An inactive status licensee whose license has been in inactive status for more than two consecutive biennial licensure cycles and who applies for active status may change to active status at any time provided the licensee meets the following requirements:
(a) through (c) No change
(d) Pays the fee of subsection 64B13-6.001(3), F.A.C., for each biennium during which the license was inactive;
(d)(e) Pays the reactivation fee of subsection 64B13-6.001(3)(4), F.A.C.; and,
(e)(f) If the request to change licensure status is made at any time other than at the beginning of a licensure cycle, pays the change of status fee of subsection 64B13-6.001(4)(7), F.A.C.; and,
(4) No change.
