    68-1.003Florida Fish and Wildlife Conservation Commission Grants Program

    PURPOSE AND EFFECT: The purpose of this rule development effort is to revise rule provisions related to Florida Boating Improvement Program grants in subsection (9) of the rule.

    SUMMARY: This rule will incorporate revisions to the Florida Boating Improvement Program Guidelines and Application form. The substantive changes include eliminating multiple application forms for different types of projects and creating a single streamlined application form, changing the minimum number and makeup of grant application evaluators, providing that applicants shall be ineligible for funding if they have adopted ordinances or rules that allow swimming or other activities that prohibit the launching of vessels in public boat ramps, renaming “Rural Areas of Critical Economic Concern” to “Rural Areas of Opportunity” in compliance with the law change in 2014, bringing applicant records retention requirements into compliance with state law, requiring grant recipients to provide monthly project progress report updates, and providing additional clarifying information and definitions.

    SUMMARY OF STATEMENT OF ESTIMATED REGULATORY COSTS AND LEGISLATIVE RATIFICATION:

    The Agency has determined that this will not have an adverse impact on small business or likely increase directly or indirectly regulatory costs in excess of $200,000 in the aggregate within one year after the implementation of the rule. A SERC has not been prepared by the Agency.

    Any person who wishes to provide information regarding a statement of estimated regulatory costs, or provide a proposal for a lower cost regulatory alternative must do so in writing within 21 days of this notice.
