General Basis for Agency Decision: Petitioner failed to respond to District request for additional information as Petitioner did not provide a citation to all the statutes the rules are implementing nor did Petitioner provide an alternative irrigation schedule sufficient to demonstrate why the variance requested would serve the purposes of the underlying statutes. Petitioner has not demonstrated that a variance from District rules is appropriate.
