    69I-23.003: Establishment, Changes, and Continuation of Revolving Fund

    NOTICE OF CHANGE

    Notice is hereby given that the following changes have been made to the proposed rule in accordance with subparagraph 120.54(3)(d)1., F.S., published in Vol. 43 No. 107, June 2, 2017 issue of the Florida Administrative Register.

    69I-23.003 Establishment, Modification, and Continuation of Revolving Fund.

    (1) No change.

    (2) The Department will provide written approval of revolving fund requests indicating the approved dollar amount and types of expenditures, when the Revolving Fund Request form, which is incorporated in subsection (1), is received, if that form has been signed by the requesting agency’s Chief Financial Officer or equivalent, provides evidence of good cash management practices, and provides adequate justification of the need to have the funds outside of the State Treasury.

    (3) through (4) No change.

    69I-23.004 Use of Revolving Fund.

    (1) No change.

    (2) Revolving fund checks must require two authorized signatures. The Department may give written approval for the use of a single signature for revolving funds using an automated check writing system if the Department determines that adequate internal controls are maintained. Adequate internal controls shall include, but not be limited to the agency having or complying with the following:

    (a) Updated written documentation of the system;

    (b) Security over check stock;

    (c) Accountability over test and voided checks;

    (d) Segregation of duties;

    (e) Special password security for running checks;

    (f) Policies for changing passwords;

    (g) Controls over input preparation and approval; and

    (h) Editing and validation of input data.

    (3) through (11) No change.

    (12) Reductions in the authorized amount of a revolving fund by the Department must be deposited to the source fund in the State Treasury within 30 days, using revenue category code 004700, and object code 047000. See Chapter 69I-10 and 69I-40, F.A.C., for object code identification rules.
