    PURPOSE AND EFFECT: Rule 73B-4.001, F.A.C. establishes the procedure businesses will follow to apply for, or be nominated for, designation as a Florida Unique Abilities Partner.

    SUMMARY OF STATEMENT OF ESTIMATED REGULATORY COSTS AND LEGISLATIVE RATIFICATION: The Agency has determined that this will not have an adverse impact on small business or likely increase directly or indirectly regulatory costs in excess of $200,000 in the aggregate within one year after the implementation of the rule. A SERC has not been prepared by the Agency.

    Any person who wishes to provide information regarding a statement of estimated regulatory costs, or provide a proposal for a lower cost regulatory alternative must do so in writing within 21 days of this notice.

    73B-4.001 Unique Abilities Partnership Program

    (1) A business may apply to the Department for designation as a Florida Unique Abilities Partner (UAP) by submitting a completed UAP Application, UAP-1, http://www.flrules.org/Gateway/reference.asp?No=Ref-XXXX; effective date: XX 2016, which is hereby adopted and incorporated by reference.

    (2) An individual may nominate a business for designation as a Florida Unique Abilities Partner by submitting to the Department a completed UAP Nomination Form,  UAP-2, http://www.flrules.org/Gateway/reference.asp?No=Ref-XXXX, effective date: XX 2016, which is hereby adopted and incorporated by reference.

    (3) The UAP Application and UAP Nomination Forms are available at www.FloridaJobs.org/uniqueabilities.  The UAP Application and UAP Nomination Form may be submitted online at www.FloridaJobs.org/uniqueabilities, by electronic mail to UniqueAbilitiesPartners@deo.myflorida.com, or by U.S. mail to Unique Abilities Partner Program, Department of Economic Opportunity, 107 East Madison Street, MSC G-229, Tallahassee, FL 32399.
