PURPOSE AND EFFECT: The purpose and effect of the proposed rules will be to implement Florida Statutes pertaining to the control, supervision, and direction of parties conducting, and operating racetracks and races held in this state, and the use of medication or drugs on a horse.

SUBJECT AREA TO BE ADDRESSED: The proposed rules address restricted and prohibited medications administered to horses, the taking and testing of samples from racing animals both during and out of competition, and the penalties for drug or medication violations in horses.
