PURPOSE AND EFFECT: The purpose of the proposed rule development (OGC No. 12-1179) is to amend Rules 62-297.440 and 62-297.450, F.A.C.  Subsections of Rule 62-297.440, F.A.C., will be repealed because they contain unnecessary adoptions by reference of test methods and procedures that are obsolete or elsewhere adopted by reference.  The proposed amendments to Rule 62-297.450, F.A.C., reformat for the sake of clarification, but do not change, the requirements related to the procedures for determining the capture efficiency of a VOC capture system and incorporate language transferred from subsection 62-297.440(7), VOC Capture Efficiency Test Procedures, F.A.C. The proposed amendments also remove language that is redundant.
