The purpose of this rulemaking is to reference Chapter 40D-1, F.A.C., Procedural, to create a consolidated, consistent process for petitioning for variances and waivers from year-round conservation measures and water shortage orders; to update definitions to promote consistency of terms throughout Chapter 40D, F.A.C. and Florida Statutes; to delete obsolete provisions; to conform District rules to Florida Statutes; and to simplify the year-round conservation measure provisions. The effect of this rulemaking will improve rule clarity.
