This hearing is being held to afford interested persons the opportunity to express their views concerning the location, conceptual design, social, economic and environmental effects of Financial Project ID: 208225-3, otherwise known as the St. Johns River Crossing. A Project Development and Environment Study (PD&E) is underway to develop a new limited-access facility from State Road 21 (Blanding Boulevard) in Clay County to Interestate 95 in St. Johns County. The PD&E Study will evaluate in further detail the social, natural and physical environmental impacts of each corridor and will be documented in an Environmental Impact Statement (EIS) for review and approval by the Federal Highway Administration. The purpose of this project is to address population growth and resulting traffic by providing additional capacity that meets the area’s transportation, economic, employment and safety needs while avoiding, minimizing, and/or mitigating effects on the affected communities and the environment. The St. Johns River Crossing project is proposed to be combined with the First Coast Outer Beltway (FCOB) project. The FCOB is a proposed toll facility that will connect Interstate 95 in St. Johns County and Interestate 10 in Duval County.
