Section 373.042, F.S., requires the District to establish minimum flows and levels for surface watercourses, aquifers, and surface waters within the District. That section also requires the District to prepare and update annually a priority list and schedule for the establishment of minimum flows and levels. The District’s priority list and schedule includes the establishment of minimum levels for Lake Carroll in Hillsborough County. The amendments to Rule 40D-8.624, F.A.C., establish minimum levels.
