The purpose of the proposed rule amendments is to implement changes resulting from statewide Consumptive Use Permitting consistency (CUPCON) efforts by the Florida Department of Environmental Protection and the five Water Management Districts to make permitting rules less confusing for applicants, treat applicants equitably statewide, provide consistent protection of water resources, streamline the application and permitting process, and incentivize behavior that protects water resources, including water conservation.
