The purpose of this proposed new rule, Rule 59G-13.034, F.A.C., is to provide direction for Florida Medicaid Aged and Disabled Adult Waiver recipients enrolled in the Consumer Directed Care Plus program, established pursuant to the Florida Consumer-Directed Care Act, set forth at Section 409.221, Florida Statutes. In particular, this rule provides definitions of key terms, sets requirements for emergency back-up plans, and establishes guidelines for prior authorization of goods and services. In addition, in order to ensure cost-efficient use of funds, the rule establishes a maximum reimbursement rate for certain service providers, and mandates return of certain unspent funds.
