The purpose and effect of this Rule Development is to consider rule change for clarity and consistency as well we clarifying placement and retention reporting requirements for non-accredited institutions. In addition, the purpose is to develop standards and procedures to ensure new institutions seeking licensure have sufficient resources, including financial resources and to increase the protection afforded students by requiring training and reporting requirements for institutional personnel who recruit and enroll students.
