Purpose


11C-6.004 - Updates language to be consistent with statute and to reflect that fingerprints must be submitted electronically in accordance with FBI requirements. Updates the Volunteer and Employee Background Checks (VECHS) Qualified Entity Application and the VECHS Dissemination Log to more effectively implement this rule. 11C-6.009 - Removes redundant rule language. Updates references to the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) form F-4473. Extends appeal time frames from 21 calendar days to 60 calendar days as a direct benefit to the public. Requires dealers to maintain up-to-date telephone contact information, in the interest of public safety, while determining conditional non-approvals. 11C-6.010 - Moves the existing rule language to another section within the current rule for better organization. Replace and updates references to the Automated Fingerprint Identification System (AFIS) to the Biometric Identification System (BIS). Updates reflect that the Care Provider Clearinghouse retains applicant fingerprints for a period of five years and are subject to the same fee schedule as non-instructional contractors outlined in 11C-6.010(7).
