The purpose of the rule change would be to broaden the application to non-listed migratory birds, nests, and eggs. Currently, the rule only applies to non-listed migratory bird nests. The revised rule also would incorporate by reference and link Commission-approved Guidelines, for the white ibis and snowy egret. The rule revisions will make the references to Commission-approved Guidelines applicable to non-listed migratory birds, nests, and eggs. Currently, the references to Commission-approved Guidelines in the rule are only applicable to non-migratory bird nests.
