The adoption of proposed interim rules to include a balanced regulatory approach for protecting the public interest against excessive stress on the water resources of an area of Central Florida referred to as the Central Florida Coordination Area, providing for allocations of available groundwater and expeditious development of supplemental water supply projects to avoid the adverse effects of competition as well as harm to the water resources. The public hearing on October 9, 2007, was continued to November 13, 2007, to allow an economist to prepare a Statement of Estimated Regulatory Costs in response to a proposal for lower cost regulatory alternative, and to allow for consideration of any changes to the proposed rule in response to comments from the Joint Administrative Procedures Committee or other persons.
