Purpose


This rule development will address the development and amendment of consumptive use permit criteria and conditions for public water supply in Central Florida including Orange, Osceola, Seminole Counties, southern Lake County, and the City of Cocoa’s public supply service area in Brevard County. This St. Johns River Water Management District rule development is proposed to be coordinated with similar rule development by the South Florida Water Management District in Orange, Osceola, and Polk Counties and by the Southwest Florida Water Management District in Polk County. This rule development will make appropriate rule amendments to Chapter 40C-2, F.A.C., and the Applicant’s Handbook: Consumptive Uses of Water to address the three Districts’ joint conclusion that sustainable quantities of groundwater in Central Florida are insufficient to meet future public water supply demands and that there is an immediate need to develop and implement alternative water supply projects in Central Florida, as described in the document entitled “Recommended Action Plan for the Central Florida Coordination Area.” This document is available from the St. Johns River Water Management District’s Rules Coordinator at the address specified below.
