The purpose of the proposed rule development is to include the following provisions in the program rule: Expand the definition of eligible applicants; clarify the necessary permitting requirements prior to project funding; identify the provisions for land acquisition eligibility; correct the rule language to allow small-scale and derelict vessel applications out of the regular grant cycle; and to revise the provisions of the small-scale derelict vessel removal program. The effect of the rule development is to implement changes in the administration of the District’s Assistance Program that will assist the District and program applicants in the review and evaluation of applications submitted pursuant to the rule.
