Federal regulations require each state Medicaid Program to establish a committee to serve in an advisory capacity on health and medical care issues. According to 42CFR 431.12, this committee must include the following: • board-certified physicians and other representatives of the health professions who are familiar with the medical needs of low-income people and with the resources available for their care; • members of consumer groups, including Medicaid recipients; • Agency heads from the Department of Children and Family Services and the Department of Health.
