Summary


This rule provides criteria to define “substantial deficiency in reading” to clarify which students should be getting intensive interventions per the District K-12 Comprehensive Evidence-based Reading Plan. It also clarifies requirements to aid in implementation of the plan and provides for evaluation of implementation of the plan. The proposed rule incorporates the form school districts must use when submitting their reading plans to the Department. It explains the methodology to identify the 300 lowest-performing elementary schools and the reading plan amendments that a school district with one of these schools must make.
