In addition to physical security features, key control, escape prevention and control of contraband, the rule addresses facility staffing and supervision, offender classification, controlled observation, transportation, mail and visitation, and other aspects of a safe and secure facility environment. The rule also addresses program administration, including required reporting, the keeping of logbooks, records management, audit and review, and staff evaluation.
