Section 288.11625, F.S., authorizes the Executive Director of the Department of Economic Opportunity (DEO) to adopt emergency rules pursuant to sections 120.536(1) and 120.54(4), F.S., in order to implement section 288.11625, F.S. All conditions required by sections 120.536(1) and 120.54(4), F.S., have been deemed met by the statute. Section 288.11625, F.S., further authorizes the emergency rule to remain in effect for 6 months after the date adopted and to be granted renewal during the pendency of procedures to adopt permanent rules addressing the subject of the emergency rules. On July 31, 2014, DEO implemented emergency rule 73AER14-1, which expires six months after filing on January 30, 2015. Emergency action is required and the Florida Department of Economic Opportunity must therefore renew and immediately implement Rule 73AER15-1.
