The purpose of this Rule Chapter is to establish the procedures by which the Florida Housing Finance Corporation administers the State Housing Initiatives Partnership (SHIP) Program, which provides funds to local governments as an incentive to create partnerships to produce and preserve affordable housing. Revisions to the rule chapter are required to implement statutory, technical, and clarifying changes. The adoption of these revisions will increase the efficiency and effectiveness of local program service delivery and will provide greater clarification of the program.
