The purpose of the proposed rule development is to establish procedures for school boards to seek exclusive authority to authorize charter schools within the boundaries of their school districts. The effect is to implement the requirements of Section 1002.335, Florida Statutes, by providing a fair and consistent process for school boards to follow in submitting a resolution and written application for exclusive authority, and procedures to be followed by the State Board of Education in receiving, reviewing, and taking action on an application.
