This meeting is being held to afford interested persons the opportunity to express their views concerning the location, conceptual design, social, economic and environmental effects of Financial Project ID: 443397-1, otherwise known as Hart/Talleyrand Expressway. The Florida Department of Transportation (FDOT) in cooperation with the City of Jacksonville (COJ), invites you to attend a public meeting for the proposed improvements to the Hart/Talleyrand Expressway located in downtown Jacksonville, Florida. The FDOT is conducting a study on the Hart Bridge ramps to Liberty Street. The existing configuration directly connects Liberty Street to the Hart Bridge with elevated ramps. The project proposes to demolish the ramp from west of A. Phillip Randolph Boulevard to east of Festival Park Avenue, construct an eastern ramp from the Hart Bridge to street level on Bay Street, and construct a western ramp east of A. Phillip Randolph Boulevard. This new configuration will divert traffic from the elevated expressway to street level providing direct access to the Sports and Entertainment Complex, the Talleyrand port area and Metropolitan Park. Public participation is solicited without regard to race, color, religion, sex, age, national origin, disability or family status. The environmental review, consultation, and other actions required by applicable federal environmental laws for this project are being, or have been, carried out by the Florida Department of Transportation (FDOT) pursuant to 23 U.S.C. §327 and a Memorandum of Understanding dated December 14, 2016 and executed by the Federal Highway Administration and FDOT.
