The amendments update and clarify various portions of the rule governing the operation of residential commitment programs as follows: The amendments expand the scope of the rule to cover sex offender programs. They add and revise definitions, eliminate an unnecessary medical authorization form, and clarify references to "treatment," so as to differentiate criminogenic intervention from clinical treatment. Intake classification factors are clarified in Section 7.004(8), and consistent amendments are made in 7.013(7). The need for digital video cameras and recording equipment in Section 7.008 is modified to accommodate smaller facilities.
