This chapter establishes a process for procuring pollution action response contracts for the Department of Environmental Protection's Waste Cleanup Program. 62-787.100: Applicability and Purpose - New regulation for establishing Department’s procurement procedures for selecting Pollution Response Action Contractors. 62-787.200: Definitions - Creates and defines 15 terms used in this Chapter. 62-787.300: Procedures for Determining Qualifications of Firms for Continuing Contracts - Establishes the minimal criteria for firms to enter a continuing contract with the Waste Cleanup Program. 62-787.400: Competitive Selection - Establishes process for the Waste Cleanup Program to qualify firms, evaluate submissions, negotiate terms, and award contracts. 62-787.500: Contract Terms and Conditions - Requires firms to use competitive bids for non-professional services, maintain minimal qualifications throughout the term of the contract, payment processes, task assignments, and renewal of contracts. 62-787.600: Assignment, Negotiation, and Modification of Task Assignments – Work is assigned by task assignments.
