Purpose


The amendments update and clarify various portions of the rule governing the operation of residential commitment programs as follows: The amendments expand the scope of the rule to cover sex offender programs. They also eliminate an unnecessary medical authorization form, and clarify references to “treatment” so as to differentiate criminogenic intervention from clinical treatment. Best practices are incorporated with corresponding definitions. Intake classification factors are clarified in subsection 63E-7.004(8), F.A.C., and consistent amendments are made in subsection 63E-7.013(7), F.A.C. The need for digital video cameras and recording equipment in Rule 63E-7.008, F.A.C., is modified to accommodate smaller facilities, and an amendment to subsection 63E-7.013(17), F.A.C., clarifies the escape notification procedure.
