The Florida Department of Economic Opportunity (DEO) is seeking one or more public or nonprofit entities to administer the Weatherization Assistance Program (WAP) in Indian River, Okeechobee, St. Lucie, Martin, Palm Beach and Broward Counties. Entities interested in contracting with DEO to provide these services should be present at this public meeting in order to be informed of the qualifications, application requirements, and deadline for submitting applications. Pursuant to 10 CFR §440.15, selection of an entity, or entities, will be based on entities’ experience and performance in weatherization or housing renovation activities, experience in assisting eligible low-income persons in the applied for geographic area to be served, and capacity to undertake a timely and effective weatherization program. Preference will be given to community action agencies (CAAs) or other public or nonprofit entities which have, or are currently administering, an effective WAP or program under title II of the Economic Opportunity Act of 1964, as revised. Program effectiveness will be evaluated by consideration of the following factors: (1) the extent to which past or current program achieved or is achieving weatherization goals in a timely fashion; (2) the quality of work performed (as evidenced by past monitoring and performance reports, if any); (3) the number, qualifications, and experience of the staff members of the program; (4) the ability to secure volunteers, training participants, and public service employment workers; and (5) past and present, as applicable, compliance with program administration and financial management requirements. DEO will review the submitted applications and make a decision regarding each applicant’s eligibility to provide WAP services. DEO staff will prepare recommendations for subsequent consideration and approval or disapproval by DEO’s Executive Director.
