Purpose

To add certified cardiopulmonary resuscitation (CPR) and first aid training to pre-service training requirements for school bus operators; to allow CPR and first aid training hours to be counted towards the required eight (8) hours of annual in-service training; to remove the language that prohibits a certified medical examiner from specifying a waiver or exemption from the physical qualification standards in 49 CFR 391.41; and to change the name of the Automated School Bus Driver’s License Record Check System to Motor Vehicle Operator Tracking and Reporting System (MOTRS). The effect of this would be an increased readiness for a driver or attendant to administer CPR and first aid in the interest of student health and safety; a medical examiner may specify a waiver or exemption from the physical qualification standards; and the name of the new driver’s license record system will reflect the revised name of the MOTRS web application.
