Purpose


The purpose of the proposed amendment is to update, clarify, and re-adopt the forms and their instructions incorporated by reference in Chapter 34-8, F.A.C., and to address changes required by law. All of the referenced forms and instructions are being updated to reflect that loans made by a filer to his or her political campaign need to be disclosed if the amount is greater than the reporting threshold. All of the referenced forms and instructions are being updated to reflect that bank accounts in which a filer has an ownership interest, or which are being held as tenants by the entirety or jointly with a right of survivorship, need to be disclosed if their amount is greater than the reporting threshold. Rules 34-8.002 and Rule 34-8.202, F.A.C. are being amended to have the Form 6 and Form 1, and their correlating instructions, reference the 2020 calendar year. Rules 34-8.008 and 34-8.208, F.A.C. are being amended to have the Form 6F and Form 1F, and their correlating instructions, reference the 2021 calendar year. Rules 34-8.002 and 34-8.009, F.A.C., are being amended to add language to the Form 6 and Form 6X emphasizing that Part F only applies to those officers required to complete annual ethics training pursuant to Section 112.3142, F.S. Rules 34-8.202 and 34-8.209, F.A.C. are being amended to add language to Part G of the Form 1 and Form 1X, and their correlating instructions, indicating that appointed school superintendents and commissioners of community redevelopment agencies created under Part III, Chapter 163, F.S. must complete annual ethics training pursuant to Section 112.3142, F.S.
