Proposed changes are to update the Florida Site Visit Framework to align with s. 1004.04, F.S. (as amended by Senate Bill 2524 in 2022), requiring a minimum of 12 weeks of student teaching. Updates to the framework will be made to provide clarity on specific review areas. Additionally, amendments will require specific teacher preparation programs to provide training in the reading endorsement competencies. Outdated language will be removed and these requirements will be simplified. These changes will include adding the Exceptional Student Education certification subject area as being required to receive training in all five reading endorsement competencies, resulting in candidates earning the reading endorsement. The Exceptional Student Education change aligns with s. 1004.04(2)(c), F.S., and Rule 6A-4.0051, F.A.C. Annual Program Performance Report (APPR) metrics will be revised to maintain high-quality educator preparation through accountability measures.
