Purpose


To revise rule language and incorporated forms to reflect changes made to state statute during the 2017 legislative session and in order to comply with requirements for federal funding under the Every Student Succeeds Act (ESSA). In addition, the purpose of the proposed amendments is to more clearly outline the school turnaround process and the criteria for approval of turnaround plans and extension of those plans. The proposed changes describe the criteria for the state’s low performing schools, including Targeted Support and Improvement (TS&I) and Comprehensive Support and Improvement (CS&I) schools, identify improvement strategies and options for low performing schools, establish the standards for approval of turnaround plans and update forms needed throughout the school turnaround process. The effect of these changes will be a rule that is better aligned with the requirements set forth in state statute, provides greater clarity around the turnaround statutes and exit criteria, and produces a turnaround timeline that allows districts to more authentically engage in the school improvement process.
