The 2006 Legislature passed House Bill 5019, which became law on May 31, 2006, as chapter 2006-62, Laws of Florida. The law establishes Sheriff’s Training and Respect (STAR) programs beginning on the July 1, 2006 effective date. The law requires the programs to follow the Department of Juvenile Justice’s Protective Action Response (PAR) policy established by Department rule. Required rules must be in place by the July 1, 2006 effective date, and the Department is specifically authorized to adopt emergency rules for this purpose.
