Pursuant to 40 C.F.R. 51.102, the Department of Environmental Protection (DEP) announces the opportunity to offer comments and participate in a public hearing on a proposed revision to Florida’s State Implementation Plan (SIP) under the Clean Air Act (CAA). Specifically, DEP proposes to amend the ozone maintenance plan submitted pursuant to Section 110(a)(1) of the CAA and EPA regulations at 40 C.F.R. 51.905(a)(4)(ii) for the 1997 8-hour ozone National Ambient Air Quality Standard (NAAQS) that was approved under Florida’s SIP on May 27, 2010 (75 FR 29671). The maintenance plan applies to the six counties once designated as nonattainment areas for the 1979 1-hour ozone NAAQS (i.e., Miami-Dade, Broward, Palm Beach, Hillsborough, Pinellas, and Duval counties). The proposed amendments revise the plan’s maintenance demonstration to account for a summertime Reid Vapor Pressure standard of 9.0 pounds per square inch (psi) beginning in year 2014. A public hearing will be held, if requested, at the date, time, and place given above. It is not necessary that the hearing be held or attended in order for persons to comment on DEP’s proposed submittal to EPA. Any request for a public hearing must be submitted by July 31, 2013, to Marnie Brynes, Department of Environmental Protection, Division of Air Resource Management, 2600 Blairstone Road, MS #5500, Tallahassee, Florida 32399-2400, or Marnie.Brynes@dep.state.fl.us. Any comments must be submitted to Will Sexton at the above address or Will.Sexton@dep.state.fl.us, with a copy to Ms. Brynes, by July 31, 2013. If no request for a public hearing is received, the hearing will be cancelled, and notice of the cancellation will be posted at the following website: http://sharepoint.dep.state.fl.us/PublicNotices/default.aspx.
