The amendments clarify the purpose and scope, and refine the definitions of “facility” and “program”, so that day treatment and facility-based conditional release will be deemed “facilities”, while community-based conditional release will be deemed “programs”. A form is updated, and the threshold for a level 2 response is clarified to require a specified safety risk. The rule section governing authorized response is also amended to reflect the current use of trauma-informed care as a guiding principle. Training requirements for rehired staff are amended.
