Summary


The rule amendments: clarify appraisal-related terms by adding or amending definitions; clarify the cost of private easements; provide less costly alternate methods of valuation of private easements for single-family residential property owners; incorporate appraisal standards and procedures; conform the rule related to applications to purchase filled lands to statute; and make minor changes to correct errors, update and clarify existing rules. The amendments add a section providing criteria for assessing when modifications to existing sovereignty submerged lands authorizations are of such magnitude that they will be considered new applications under the rule.
