The District proposes to amend these rules and add a new rule regarding Noticed General Permits and Individual Permits as part of a statewide effort headed by the Florida Department of Environmental Protection (DEP) and joined by all water management districts (WMDs) to increase consistency in the consumptive use permitting (CUP) program. The changes will address the goals of the DEP and the WMDs in streamlining the permitting process and making the permitting process less confusing for applicants. The District proposes to amend these rules to delete references to Chapter 40E-20, which is proposed for repeal through this rulemaking process, and to rename the "Basis of Review for Water Use Permit Applications within the South Florida Water Management District" to "Applicant's Handbook for Water Use Permit Applications within the South Florida Water Management District." Note: Members of the District's Governing Board may attend the scheduled Rule Development Workshop.
