1. Application number PA03-45A3 for certification to authorize construction and operation of two 1,100 megawatt (MW) (net) nuclear electrical generating units including several ancillary and associated facilities was filed by Florida Power & Light Company (FPL) with the Department of Environmental Protection (DEP) on June 30, 2009. The Project is known as the Turkey Point Units 6 & 7 Project (Project). The locations of the Project Site and the associated non-linear facilities, and the associated linear facilities, including FPL’s proposed transmission line corridors and alternate transmission line corridors proposed by other parties. The case is now pending before the Florida Division of Administrative Hearings, Case No. 09-3575EPP, prior to action by the Florida Governor and Cabinet, acting as the Siting Board, or by the DEP Secretary, pursuant to the Florida Electrical Power Plant Siting Act (PPSA), Chapter 403, Part II, Florida Statutes (F.S.). FPL is seeking certification of the Project under the PPSA. 2. Pursuant to Section 403.508, F.S., the certification hearing on the application is scheduled to be heard by an Administrative Law Judge from the Florida Division of Administrative Hearings beginning at 9:30AM, July 8, 2013 at the Miami Airport Convention Center, Room MACC 2, located on the 2nd Floor at 711 N.W. 72nd Avenue, in Miami, Florida, Florida, and continuing to August 9, 2013, if necessary, in order to take written or oral testimony on the effects of the proposed electrical power plant or any other matter appropriate to the consideration of the site and associated facilities. The Miami Airport Convention Center is adjacent to the Doubletree Hotel at 711 N.W. 72nd Avenue, Miami, Florida. 3. Public testimony sessions where members of the public who are not a party to the certification hearing may testify under oath as to relevant facts regarding the Project and subject to cross-examination by all parties will be held at the dates, times, and locations listed below. When appropriate, any person may be given an opportunity to present oral or written communications to the designated Administrative Law Judge (ALJ). If the ALJ proposes to consider such communications, then all parties shall be given an opportunity to cross-examine or challenge or rebut such communications. Members of the public may address any issue related to the certification of the Project during the public testimony sessions. The Project involves addition of two new nuclear generating units (Units 6 & 7) and supporting facilities at a site within FPL’s existing Turkey Point Plant property, which comprises approximately 9,400 acres in unincorporated Miami-Dade County, Florida, east of Florida City and the City of Homestead, and bordered by Biscayne Bay to the east. FPL’s application also seeks certification of off-Site associated linear and non-linear facilities in Miami-Dade County. 6. FPL’s Turkey Point Units 6 & 7 Project application seeks certification to expand the existing Levee substation and to approve the location of corridors within which more narrow rights-of-way will be established for the construction, operation, and maintenance of the following electrical transmission lines: (a) Clear Sky-Turkey Point transmission line: an on-site 230 kilovolt (kV) line from the existing Turkey Point substation to the proposed Clear Sky substation, both of which will be located on the Turkey Point Plant property; (b) Clear Sky-Davis and Davis-Miami transmission lines: a 230-kV line from the proposed Clear Sky substation to the existing Davis substation in southeast Miami-Dade County, and another 230-kV line from the Davis substation to the existing Miami substation in downtown Miami just north of the Miami River; (c) Clear Sky-Levee #1 and #2 transmission lines: two 500-kV lines from the proposed Clear Sky substation to the Levee substation (to be expanded) in west Miami-Dade County; (d) Clear Sky-Pennsuco transmission line: a 230-kV line from the proposed Clear Sky substation to the existing Pennsuco substation in northwest Miami-Dade County. The Clear Sky-Turkey Point and Clear Sky-Davis transmission lines will be located within a corridor proposed as FPL’s “East Preferred Corridor.” The Davis-Miami transmission line will be located in either the East Preferred Corridor or an alternate corridor proposed by the City of Coral Gables and the Village of Pinecrest. The Clear Sky-Levee #1 and #2 and the Clear Sky-Pennsuco transmission lines will be located within a corridor that may include all or portions of the corridors proposed as FPL’s “West Preferred Corridor,” FPL’s “West Secondary Corridor,” or the alternate corridors proposed by the Miami-Dade Limestone Products Association (MDLPA) or the National Parks Conservation Association (NPCA). The proposed transmission line corridors cross the following local government jurisdictions: Miami-Dade County, City of Miami, City of Coral Gables, City of South Miami, Village of Pinecrest, Village of Palmetto Bay, Florida City, City of Doral, and Town of Medley. 7. In addition to the electrical transmission line corridors, FPL is seeking certification of corridors for a reclaimed water pipeline to connect a proposed FPL reclaimed water treatment facility to the Miami-Dade South District Wastewater Treatment Plant, a potable water pipeline to connect the Turkey Point facility to an existing water pipeline at SW 137th Avenue and SW 288th Street, and several road improvements for access to the site. 8.
