Purpose


The rule amendment makes changes to the Florida Model Charter Application, already incorporated into this rule, to make clear that charter schools cannot employ the three-cueing system model of reading or visual memory as a basis for teaching word reading, pursuant to HB 7039. Further, charter schools and virtual charter schools are required to describe the mathematical curriculum and differentiated strategies for students performing at grade level and for students performing below grade level, pursuant to HB 7039. Additional edits to incorporated forms to address legislative changes and to improve clarity are also considered.
