The rulemaking establishes, licensure and biennial licensure renewal requirements for dispensing organizations, reasons for denial or revocation of dispensing organization approval, inspection procedures for dispensing organization facilities, medical direction for dispensing organizations, requirements for pre-dispensing identification, testing and labelling of low THC cannabis and derivative products, inventory control, recordkeeping and reporting requirements, procedural requirements including dispensing facility hours, policies and procedures for inventory control and patient records, facility security, staffing, facility cleanliness, and refuse removal, requirements for accessing and inputting information as well as maintenance of the compassionate use registry.
