To incorporate by reference an Agreement between the Department of Environmental Protection, the South Florida Water Management District and Miami-Dade County for delegation of a portion of the Environmental Resource Permitting Program. Miami-Dade County will be delegated authority to review and issue environmental resource permits in uplands and wetlands within the designated boundaries of delegation. Authority for compliance and enforcement of these projects will also be delegated. Projects that are within Comprehensive Everglades Restoration Project boundaries, sovereign submerged lands, and certain other activities will not be delegated to the County and will remain with the Department of Environmental Protection or the South Florida Water Management District.
