Summary
The rules accomplish the following for licensed care: (1) set forth background screening requirements; (2) require parent preparation pre-serve and inservice training; (3) establish licensing and relicensing requirements for all levels of licensed care; (4) establish the process for submission of licensing applications; (5) specify Level 1 waivable requirements; (6) specify supports available to and standards for out-of-home caregivers; (7) establish terms of licensure; (8) establish procedures when there are changes made during the licensed year; (9) set forth procedures for conflicts of interest in becoming an out-of-home caregiver; (10) establish procedures for over-capacity assessments and exceptions; (11) specify normalcy provisions; and (12) establish a process for foster care referrals, investigations, administrative actions, appeals and closures.
